The Republic of Indonesia (RI) has received a grant from the Global Environmental Facility (GEF) that is provided through the World Bank and intends to apply a part of the grant towards:
INDIVIDUAL CONSULTANT - PROCUREMENT ADVISOR
TO SUPPORT PROJECT IMPLEMENTATION UNIT
The Directorate General of Minerals Coal and Geothermal in the Ministry of Energy and Mineral Resources (MEMR) is executing a project that aims to remove barriers to investment and scale-up development of geothermal resources for power generation in Indonesia. As part of the project, MEMR intends to hire a procurement advisor consultant to support the Project Implementation Unit (PIU) in managing the implementation of the project.
The objective of this assignment is to provide procurement advisory services to the PIU in procuring consulting packages under the Geothermal Power Generation Development Project. The individual consultant will be recruited as a Procurement Advisor (PA) to the PIU to assist in procurement process. The tasks shall broadly include but not necessarily be confined to, the following:
1. Assisting Project Manager in ensuring procurement arrangements are consistent with project implementation and development objective,
2. Coordinate with Procurement Committee of MEMR in preparing the Request for Proposal, Bidding Documents (including specifications and selection criteria) and processing of proposal/bid evaluations,
3. Prepare the procurement documents required to obtain clearance from the World Bank for awarding of contracts and follow up actions.
4. Coordinate with the Financial Management Officer of PIU on contractual payments,
5. Carry out other procurement related tasks assigned by Project Manager.
The consultant must have the following qualifications:
1. A graduate in either of the following: Engineer, Economics, Finance, or similar degree from a recognized university
2. At least 7 years of experience in selection of consultants of International Agency projects
3. Experience with public procurement would be a distinct advantage
4. Good English (reading and writing) and computing skills
The assignment is expected to start on 2 January 2009. The initial contract will be divided into two phase, with phase 1 for six (6) months and phase 2 for thirty (30) months. Interested consultants shall submit an application containing cover letter, and curriculum vitae describing qualifications and project experiences, as well as contact details of two references.
The consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines, Selection and Employment of Consultants by World Bank Borrowers, May 2004.
